I was chasing this one for a while and searches weren't very illuminating, so I thought I'd post and save someone some time in the future. Apologies if it's not in the right place.
My project was working fine on a colleague's machine, but only had sporadically working RPC on my box. It always failed and with the first two exceptions, and occassionally threw a StatusCodeException. First, make sure msxml is up to date, go ahead and just upgrade IE. Second, in IE, under File, uncheck 'Work Offline'. This is the setting that occasionally causes IE and software using IE components to pop up the 'connect/stay offline' dialoge, even though you are already online.
