this works for me:

import java.lang.annotation.ElementType;
import java.lang.annotation.Retention;
import java.lang.annotation.RetentionPolicy;
import java.lang.annotation.Target;

@Target(ElementType.METHOD)
@Retention(RetentionPolicy.RUNTIME)
public @interface Condition
{
    Type value() default Type.OPEN;

    public enum Type
    {
        OPEN, CLOSED
    };
}

then used:

@Condition()
public void doThing()
{
}

@Condition(Condition.Type.CLOSED)
public void doOtherThing()
{
}
