Have a look at http://code.google.com/webtoolkit/doc/1.6/ReleaseNotes_1_6.html Note that since 1.6, despite the new project structure, you can still have a public folder, and it still has its utility (have a look at the themes modules, such as com.google.gwt.user.theme.standard.Standard).
