It seems that when I select "Run as > Administrator" the plugin gets installed into the administrator's app data directory. when I manually copy the oophm.dll file to my home directory and issue the suggested command (regsrv32.exe <path to dll>) I got it running. It this a bug or a feature? Is there a proper solution for this?
