You need to add it to the RootLayoutPanel vs the RootPanel, as specified here: http://code.google.com/webtoolkit/doc/latest/DevGuideUiPanels.html#LayoutPanels
You may also want to put it inside one of the other *LayoutPanels like a DockLayoutPanel.
