I've determined that this problem only occurs if IE8 is in standards mode; that is, if I use a doctype such as <!DOCTYPE HTML PUBLIC "-// W3C//DTD HTML 4.01//EN"> as opposed to not specifying a doctype (which puts the browser in quirks mode).
