Well, I can move deploy directory to a temp directory, but I do not need
rpcPolicyManifest folder at all. When I was using GWT 2.1.1 this folder does
not exist. Furthermore, I do not use maven.

Is there any force to create this folder? I guess no, but there is no option
for disabling creation of this folder.
