As far as I understand you, you can do the following:

*http://path/showWidget=infoPanel*

String widgetToShow = Window.Location.getParameter("showWidget");

if(widgetToShow.equals("infoPanel")) {
// DO something to "expose your Panel" to the user

// infoPanel should be *visible="false"* by default
 infoPanel.setVisible(true);
}
