That's the "GWT Compile" menu item (with the red toolbox icon). You'll find 
it either in the Google button-menu in the toolbar (blue circle with a 
blank "g" in it) or when right-clicking on your project within the "Google" 
submenu.

Yes. Both actually mean "DevMode", "Debug As" means you attach a Java 
debugger to your code so you can add breakpoints, etc. (just like you'd 
"Run" or "Debug" a Java application).
