No, the scrollpanel overflow property is already auto, but the horizontal
scrollbar cannot be shown in ie8 or FF13
I set the css using

In FireFox, I use firebug and see
element.style{
   border: 1px solid #B5BBC8;
   height: 247px;
   overflow: auto;
   width: 210px;
}
