AFAICT, this file is the extension: https://gwt.googlesource.com/gwt-plugins/+/master/npapi/prebuilt/gwt-dev-plugin.zip (or at least what's needed to publish it to the Chrome Web Store) You're lucky enough that the latest revision was made before the complete move to Git for the plugins, so it can be downloaded from the SVN at https://code.google.com/p/google-web-toolkit/source/browse/trunk/plugins/npapi/prebuilt/gwt-dev-plugin.zip?r=11364 (otherwise you'd have had to clone the Git repo)
