Dear Student: Coding systems are the bane of computable health data exchange, as there are several of them in use on an enterprise level and they do not map well to one another at a level of specificity that is desirable. Proprietary codes include CPT, which is owned by the AMA and for the use of which you have to pay them. Drug data and product information coding systems are also proprietary. NDC and RxNorm are used for drug dosing information, but neither is complete.
So, it's a mess that needs to be re-conceptualized for the era of the Health Internet. This is something that government can help greatly to accomplish, but also industry can play an important role. You might find useful the National Library of Medicine's UMLS pages http://www.nlm.nih.gov/research/umls/index.html as a guide to learning more about health care classification and coding systems.
