We tried to reach out to Twilio vendor multiple times with little or no 
response.
On the other hand, we don’t want to use the Internet pipe along with cellular 
network to deliver text message. Our solution uses 100% cellular network.

Recent versions of REDCap have support for texting via Twilio. After some 
hassle with firewalls and such, we found it works for our needs.
