I cannot locate a specification of ENR_BASIS which we will use for
ENROLLMENT table. I suggest that we use CONCAT('I:', PAYOR_CLASS) for the
entries in ENROLLMENT. Northwestern to please respond and agree on data
formatting for ENROLLMENT.ENR_BASIS attribute
