Dear PCORnet Network Partners,
It is my pleasure to announce PCORI’s new Chief of Research Infrastructure, 
Erin C. Holve, PhD, MPH, MPP. Erin will join the PCORI team on January 24, 2022.
In this key role, Erin will execute strategies to advance patient-centered 
outcomes research methods and study design; develop and lead a team that will 
deliver on PCORI’s vision of a large, efficient, and patient-centered clinical 
data research infrastructure; and lead strategies to advance training and 
knowledge for patient-centered outcomes research. She will also support 
continuity and coordination across the landscape of PCORnet® clinical research 
networks, coordinating center activities, and ongoing comparative effectiveness 
and infrastructure development projects and studies. Lastly, she will partner 
with federal agencies and other entities to develop synergistic approaches for 
data network/infrastructure programs and career development programs to support 
the next generation of patient-centered outcome researchers in alignment with 
the forthcoming PCORI strategic plan.
Erin comes to PCORI from the District of Columbia (DC) Government, where she 
served as the Director of the Department of Health Care Finance’s Health Care 
Reform and Innovation Administration (HCRIA). In this capacity, she was 
responsible for the strategy and management of DC Medicaid’s development and 
implementation of new programs and innovations in healthcare delivery and 
program design. She also served as chair of the Mayor’s Health Information 
Exchange (HIE) Policy Board and led the District’s investments in digital 
health. Erin’s recent projects have focused on implementing a learning health 
system model to advance whole-person care within the Medicaid program. In 
support of the District’s behavioral health transformation strategy, HCRIA 
launched a competency-based practice transformation program to integrate 
physical and behavioral health care

 and a novel, scalable approach to patient-directed consent management. Under 
Erin’s leadership the District was the first Medicaid program in the nation to 
receive CMS funding to build a Districtwide, vendor-agnostic screening, 
referral, and analytics tool for social needs (e.g. housing and nutrition) 
within the DC HIE.
Previously, Erin held roles at AcademyHealth, where she designed the first set 
of PCORnet® governance policies as a member of the PCORnet Coordinating Center 
Executive Committee, co-led the PCORnet Governance and Collaboration Task 
Force, directed the Agency for Healthcare Research and Quality-funded 
Electronic Data Methods Forum, and was the Founding editor and editor-in-chief 
of AcademyHealth’s open access peer reviewed journal, eGEMs (Generating 
Evidence & Methods to improve patient outcomes). Before that, Erin held 
positions at the Henry J. Kaiser Family Foundation and the US Department of 
Health and Human Services.
We are very excited for Dr. Holve’s arrival at PCORI and eager for the work 
that she will pursue in collaboration with PCORI’s current Research 
Infrastructure team.  I hope you will join me in welcoming Erin when she 
arrives next week.
