I'm using XCode 3.2.6. However, it has not triggered the need for atos from any 
of the stuff I've been working on (mostly iOS related).
I'm normally logged into a user account without Admin privileges.

I should've been more explicit in my email. 
I do use GPGMail and GPG2 from gpgtools for signing my emails in Mail.app. 
However, I don't (normally) use encryption.

No, it has only been triggered so far by encrypted posts sent to the recent 
gpgtools-user digest(s).
Before the system prompts me to enter my Admin credentials, the GPG 
Verification banner shows that encrypted email was present (without decrypting 
or verifying it). After I enter my Admin credentials, the GPG Verification 
banner will update to indicate that decryption was successful (or words to that 
effect).
