My unlearned response:

The short ID of a key is constituted by the last 8 characters of its
fingerprint preceded by the characters 0x

The long ID, the last sixteen such characters.

Terminal will accept IDs (short or long) without 0x

Most keyservers will "prefer" with 0x

The fingerprint characters are hexadecimal (base 16), using a
combination of digits 0 1 2 3 4 5 6 7 8 9 and letters A B C D E F, to
represent "Real numbers". Don't ask more :-)
