If so, the RS-232 above is wrong, should be USB.

Can you supply a raw serial capture from the device runnon on factory
deffaults?  Just reset the device to factory defaults, start gpsd, and
grab a copy of the raw this way:

        gpspipe -R -w 30 > LIV3.raw

Is it really only NMEA 3.01???

I assume that it is not real RS-232??

I'm unaware of any PPS that GPSD does not work fine with.  Does yours
do something seriously weird??  Or is the only way to get the PPS to
read the LED?  Is the PPS not on the USB??
