Let me say I 100% agree with what hans said. Did what he say make
sense?

To summarize, don't over complicate things:

1) Do not use ubxtool -f
2) Be sure gpsd is running, with the "-n" argument, and cgps has a fix.
3) Then run: ubxtool -p MON-SPAN -P 27 -v3

Many ways that can fail, so do not do that! Enumerating all the ways
it can fail is out of scope here.

Most certainly. Only one program can open a serial port at the same
time. If gpsd had the port, then ubxtool can not get the port.

I have pointed out before that version 1.13 is way out of date. 1.51
is current. That is a LOT of bug fixes. Gen9 changed a LOT of things
in firmware, and it took them a while to get it right.

You needed many lines to duplicate one line of example code! KISS.

Really? MON-SPAN is raw data. What did you change that affected
things?
