I have seen similar.  There are interdependencies between different
signals in the u-blox code. A few are documented, but most are not.  I
have complained about it and asked for documentation, but to no avail.

I have been able to get everything but GPS L1 off.  Order matters.  You
just have to keep trying different permutations.
