Ben Koski confirmed that the question is solved:
Turns out pycairo just pulls fonts from /usr/share/fonts/truetype
Running
apt-add-repository "deb http://us-east-1.ec2.archive.ubuntu.com/ubuntu/ lucid
restricted multiverse"
apt-get update
apt-get install ttf-mscorefonts-installer
fixes this problem.
