Are the permissions right? Note the permissions on the carbon-cache daemon and the owners of the $GRAPHITE/storage/ tree (not just the root folder).
I have found that carbon-cache, unless told otherwise, will run as your apache user (apache on CentOS, www-data on ubuntu), and the directory tree must be owned by that user for carbon-cache to be able to write out data.
