So while its obviously good to have a consumer always accepting data,
what occurs if its taken down for maintenance?

There are plenty of options* but I am humbly looking for some ideas.  The 
answer to the following question is somewhat critical to the whole layout.
If one of the downstream caches is not accepting data, does the relay stop 
sending to all of them?  (Because the queue filled up from the one NOT 
accepting metrics)

*remove it from relay-rules.conf and bounce carbon-relay.py
