Ats Kung confirmed that the question is solved:
The problem is carbon cannot create data in Whisper refer to actual
input. Default setting limited to 50 data file/minute. I have change to
infinity following below. It working fine.
Solved by change carbon.conf content to "MAX_CREATES_PER_MINUTE = inf"
