It seems to me that any time webapp thinks it SHOULD have data locally -- e.g. the Whisper file exists for that metric -- but there's a hole in the data and it has to go somewhere else to find it, the webapp should write whatever value(s) it finds into the holes, so that next time, it doesn't have to go out and get it again. That might be a little tricky to implement if the hole is in the (unflushed) carbon-cache.
