Yes I have. It's not usable in practice because all modules that access an attribute table through the DBMI driver on native Win32 are prone to random deadlocks. In effect this means GRASS is useless for vector data processing on Win32.
I have filed a bug report to the QGIS team and there was some discussion of this on this list recently. So far, the bug could not be identified or removed. That's why I wanted to give Cygwin a try.
