Garret, I can't help with the error message, but have you tried the non-cygwin windows version? It's still beta, but is pretty close. You can get it at http://moritz.homelinux.org/grass/wingrass/. Another alternative is qgis, which has its own gui frontend but runs grass commands. That's available from http://qgis.org/index.php?option=com_content <http://qgis.org/index.php?option=com_content&task=view&id=65&Itemid=71> &task=view&id=65&Itemid=71.
