Jan,

Are you saying add vector layer works correctly on 6.4 but not 6.5? Or that it 
is broken for you in both versions?
Are you working with Windows? If so, which version? You are compiling yourself? 
Have you tried the precompiled binaries to see if they work correctly or not?
