Another of my attempts to separate things out by use.

The framework programs folder only has user programs, which for GEOS is 
nothing.  unix/bin has the devloper geos-config.  Just change your geos 
configure option to 

/Library/Frameworks/GEOS.framework/unix/bin/geos-config
