No, the only way to get a vector legend is to use ps.map (possibly via
the new map composer). It is not possible to get a vector legend in the
Map Display, nor in the Layer Manager.
If not, perhaps that is something for GSoC along with numerous
other cartography related capabilities (e.g. expand the symbology)
to add to either display or cartographic composer.
