The 'id' is stored in created attribute table, source:grass/trunk/vector/v.net.path/path.c#L100. Why do you think that it should be a layer? ID is correct, it is the ID of the path to be created. Layers are defined with the arc_layer, node_layer, turn_layer, and turn_cat_layer options. Several paths can be created at once, e.g. with {{{ 1 1 2 2 2 3 3 3 4 }}} using the syntax "id start_point_category end_point_category". The output will contain three different paths.
