OK, it seems to be probably just a missing entry in the include path. The header is supposed to be somewhere in an SDK: https://stackoverflow.com/questions/30365059/sql-h-and-sqlext-h-not-found-in-odbc-program-in-c-c/47135222 as it is seemingly not part of ODBC packages shipped by OSGeo4W.

This seems to work fine everywhere, now including Debian unstable too [3], for which this autoconf update was an uttermost urgent issue [4]. What remains to be tested is Windows builds. I urge whoever has the possibility to test the daily build of 7.8.6dev for Windows to do so.
