it is a table of values describing the filter function at equidistant wavelength. See this file for examples (various sensors): http://trac.osgeo.org/grass/browser/grass/branches/develbranch_6/imagery/i.atcorr/Iwave.cpp For each sensor band the filter function is needed. Typically it can be provided even by the data distributor.
