If working with vector point data and co-ordinates in meters, then using
v.buffer with (e.g.) a major axis of 25000 and minor axis of 10000 would
create ellipsoid buffers around the point data. If you used v.buffer with
only a major axis of 25000, this would create a circle buffer.
