Reading the Startup page I do not see a way to apply the proj.4 string to create a new location on the command line. I know this is an option with the GUI location wizard but do not see the appropriate '-c' modifier to do this on the command line. If one of the startup manual options will do this, and I'm just not seeing it, please point me to it.
