If you're going to rely upon batch files (which is necessary if you
want to invoke scripts other than via the program associated with the
file extension), the scripts directory should not be in the path.

OTOH, %GISBASE%\bin comes before %GISBASE\scripts, so I don't know why
it's executing the script rather than the batch file. Ensure that
%GISBASE\scripts isn't the current directory, as that is searched
before %PATH%.
