I checked the %WINDIR%\system32 in Windows XP and I could not find this dll 
file at all. The popup error shows "... could not be located in dynamic link 
library libexpat.dll".

Strange no idea here. How do you start it?

You have likely an old "libexpat.dll" in your directory %WINDIR%\system32 (or 
%WINDIR%\sysWOW64). Try to rename that file (or delete after backup).
Then winGRASS should work.
