For me, the simplest way would be to draw a circle with its center at
A, with the fixed length of AC as a radius.  Also, draw a line that is
longer than you need it to be from B towards C.  The intersection of
the circle and the line becomes point C in the triangle.

I have posted a file called 'Adjustable Triangle'  in case I didn't
explain it clearly enough here.
