No it's not a bug, the two inputs to the PlanarSrf Component have different Path IDs
if you look, you'll notice that there are 2 planar surfaces created by the component, and not just one like you expected it. try to flatten the input - right click on the E from the PlanarSrf Component and check Flatten, this should work.
