Hi Ragnar,

you've simply followed the wrong instructions (the ones for Graylog 1.2 to 
be precise).

Please refer 
to 
http://docs.graylog.org/en/2.1/pages/configuration/graylog_ctl.html#upgrade-graylog
 
for the correct documentation.
