If you are on a site that either does not run scripts, or the script
does not have any User Script Command menu items, and you hover the
mouse pointer over the User Script Command menu, it deactivates, and the
text grays out. The menu option then remains inactive, regardless of
what site you're on, including those that should have User Script
Command menu items. The only way to restore the menu is to restart the
browser. This happens with both the Tools menu, and the Greasemonkey
Icon menu, but happens separately (i.e., deactivating the icon menu
doesn't also deactivate the tools menu, and vice versa).
