Dear friends,
I am writing this to bring your kind attention that, The
Ministry of Home Affairs has set up an expert committee to replace our Police
Act of 1861 and prepare a new police legislation.
The terms of reference of
this committee area as follows-
Ø The changing role/responsibility of the police;
Ø Challenges before it especially on account of
insurgency/ militancy/
naxalism;
Ø People's expectations in a modern, democratic society;
Ø Scientific investigation methods; tackling futuristic
trends including
cyber crimes and technological
additions in the hands of criminals;
Ø Concern for human rights and rights of weaker sections,
women and
scheduled castes and tribes.
The members of the committee are
- -Mr. Soli Sorabjee( Former Attorney General Of India) ,
- Sh N.C Saxena former Secretary to the Government of India,
- Sh N.R Madhava Menon, Director National Judicial Academy, Bhopal,
- Prof Ranbir Singh, Director National Law Institute, Hyderabad,
- Sh Ajay Raj Sharma, Director General Bureau of Police Research and Development.
- The
Convenor of the Committee is Sh Harminder Raj
Singh, Joint Secretary (Police Modernisation), Government of India - And
its Secretary is Sh U.N.B Rao, IPS retd.
This committee has been meeting regularly for the last couple of months now.
As you can see the composition of this committee is not very representative
there are no women, no representatives of the minority community on board.
Moreover not enough publicity has been to this committee or its workings.
It was our experience that police always play a crucial role in the cases of Dalit atrocities. Such as not register the FIR, not arresting perpetrators, delaying charge sheets etc.
The number of Dalits who are tortured in the judicial custody is so high. In this context our voices should be hear and relevant changes should be made in the upcoming police act.
