government bank is in trouble in the Dravidian heartland over its
'insistence' that candidates seeking employment in it must be literate in
Hindi. An influential Dalit party is threatening an agitation unless the
bank withdraws the 'unconstitutional' stipulation denying jobs to most
Tamils not conversant with the Rashtriyabhasha.
The Syndicate Bank has recently posted on its website a list of candidates
chosen for interview for the posts of probationary clerks and officers. The
interviews are to be held end August at various centers for filling up 400
posts of probationary clerks and 300 probationary officers. A total of 4000
candidates have been called for the clerical interviews and 3000 for the
viva voce for the posts of officers.
"We are aware that in the states of Tamil Nadu and Kerala, the schools teach
mostly in the local languages and there is very little of Hindi. Most of the
candidates called for interview in these two states do not know Hindi," Mr
Pramod said in a phone interview from his Manipal headquarters. He pointed
out that para eight of the same interview-announcement has asked the
candidates to get mark-sheets "showing the state language as one of the
subjects highlighted."
The bank executive also explained that all the public sector organisations
should follow the Official Languages Act of the Union Government, which
stipulated that knowledge of Hindi was a must for their employees. "We are
not being strict in applying this clause for candidates from Tamil Nadu and
Kerala. The rule applies for those from Andhra Pradesh and Karnataka since
these two southern states teach Hindi in schools under the three-language
formula," Mr Pramod said. The DPI is not convinced.
"Why have the clause insisting on Hindi if they are not going to enforce it?
The very presence of that pre-condition in the advertisement would have
discouraged thousands of bright graduates in Tamil Nadu from applying just
because they do not know Hindi. This is against our Constitution which
guarantees equal opportunity for all across the country," said the DPI
legislator D. Ravikumar, who was himself an employee of Syndicate Bank till
he opted for 'voluntary retirement' to contest in the state elections in
2006.
