The failure of financial assistance to Dalit students is part of a general problem that prevails in our government run institutions and departments. I don't know whether any caste biases exist there (there is a chance of course), but the major problem is that of inefficient or non-existent delivery mechanism. Talking about stipends, our batch of M Tech students (not just Dalit students, but every student) from CUSAT got their GATE scholarships a full 7 years after they passed out, that too after a number of visits to the concerned departments and even a high-pitched quarrel!
It is wrong to assume that only Dalit students suffer from the inefficient system. It is not exactly a utopia for everybody else. Best regards, Murali.
