This is not to justify India's record or anything, which is far from "shining" - especially given unreported structural violence, but in terms of the number of crimes computed according to density of population, South Africa would rank the highest followed by US
Anyways, I am always wary of this kind of research because of inherent biases. Starting with the definition of crime, if one were to view the occupation of Iraq and Afghanistan as illegal, the US would stand number one in the number of murders.
