The initiative is undoubtedly highly welcome. It may however be noted that "colonisation" bit which is harped on in the Press Release does not figure in the Declaration, and quite rightly so.
Major steel plants had been set up under Nehru regime in Bhilai, Bokaro, Durgapur, Rourkela with foreign collaborations. These are/were no colonies of these foreign powers, by no stretch. So this appears to be just a bit of rhetorical hype, unrelated to actual reality, and therefore better avoided.
