Acharya elected CC chairman
Kathmandu, The Constitutional Committee of the Constituent Assembly elected
Nilambar Acharya of Nepali Congress as the chairman on Friday
afternoon.Acharya received 29 votes while the only other candidate, Unified
CPN (Maoist) leader Narayan Kaji Shrestha got 21 votes among 50 votes cast.
Four members of the committee were not eligible to vote while five other
boycotted the election. Four members were absent.

"This is an attempt to alienate Maoists," Shrestha said after the defeat.
"This does not give positive message. However, I have wished Acharya for the
success."

Tarai Madhes Democratic Party (TMDP) boycotted the election in protest of
the police action against their cadres. Mahantha Thakur, Hrideyesh Tripathi
and Babaan Singh have left the committee office at Singha Durbar after being
informed that their cadres who were protesting the Supreme Court decision on
Vice President´s oath-row was beaten in detention on Friday afternoon.

The committee meeting began at 11 a.m. – three hours late than slated time
with eldest member of the committee Kul Bahadur Gurung presiding over.

Dr Baburam Bhattarai proposed Shrestha’s name for the post and urged
committee members to vote for him by rising above the concept of ruling side
or the opposition to facilitate timely writing of the constitution.

Dev Gurung while supporting Shrestha said the post should go for Maoist as
the largest party in the CA.

Suprabha Ghimire presented Acharya as a constitution expert. Acharya was
supported by Ratna Sherchan.

The post is vacant ever since former chairman Madhav Kumar Nepal was elected
prime minister in May. The election for the post was put off three times in
the past, in a bid to find consensus among the political parties.

Earlier the election process got underway after the last minute attempt to
bring consensus failed.

In a meeting held at the office of Speaker Subas Nemwang on Friday morning,
United CPN (Maoist) proposed to postpone the election which the ruling
coalition denied.

Maoist leader Narayan Kaji Shrestha and Nepali Congress´ Nilambar Acharya
are vying for the post.

The meeting was attended by Prime Minister Madhav Kumar Nepal, NC´s Girija
Prasad Koirala, CPN-UML´s Jhala Nath Khanal and Maoist´s Pushpa Kamal Dahal.

A day after losing the election for Constitutional Committee chair, Vice
chairman of Unified CPN (Maoist) Narayan Kaji Shrestha has claimed that
parties in the current coalition government are not serious about drafting
the new constitution on time.

Speaking at a function in Dolakha on Saturday, Shrestha said the ruling
parties are behaving irresponsibly regarding the constitution-drafting, and
claimed that his party is very much committed to this mission as mandated by
the last year's election.

He said unwillingness of the 22-party coalition to let the biggest party in
the coalition to lead constitutional committee has proved their
ill-intentions.

The Maoist leader also refuted allegations that the task of army integration
and rehabilitation did not progress due to unwilling of the Maoists to join
Army Integration Special Committee. He said the committee should be
restructured at the earliest so that the task is taken ahead swiftly.

Shrestha, who reached Dolakha to train party cadres for party's planned
protests, said the protests may turn into a revolt or people's movement if
reactionaries continued to interfere in the process of writing constitution.
He further said the protest programmes announced by his party were to ensure
a pro-people constitution is written on time.
