[The second phase of the agitation by the UCPN(M) is over without
achieving the desired result: the downfall of the incumbent government
and its replacement by a new one headed by Prachanda.
There is hardly any scope for any confusion over what the goal of the
agitation is/was: 'civilian supremacy' means Maoist-led govt.
The fact that now the UCPN(M) has at least started talking of no
confidence motion is quite significant in view of its continuing
blocking of parliamentary sessions, even disallowing the annual budget
to be discussed and taken up for passing.
Evidently, one cannot take up a no confidence motion without at least
partially withdrawing from that mode.]

UCPN (M) hints at no confidence motion against govt

Unified CPN (Maoist) vice chairman Narayan Kaji Shrestha has said his
party is planning for a no confidence motion against the current
coalition government to topple it and open doors for new national
consensus government.

Speaking at Reporters Club on Sunday, Shrestha his party now has no
alternative to filing no confidence motion since Prime Minister Madhav
Kumar Nepal failed to take initiative for forging national consensus
to end deadlock.

Claiming that leaders of Nepali Congress and CPN (UML) have accepted
president’s move as unconstitutional though of political nature,
Shrestha said the parties have to accept it publicly that it hindered
‘civilian supremacy’.

Similarly, former Prime Minister Lokendra Bahadur Chand urged the
opposition party to table no confidence motion against the current
government as a means to end the current deadlock.

Mentioning that national sovereignty is stake, Chand urged the bigger
parties to sideline partisan interests for greater national cause. He
said parties must focus on writing a new constitution rather than on
changing governments.

CA meets after long gap; report on fundamental rights and state’s
directive principles presented

The Constituent Assembly (CA) met after a long gap, Sunday. Its
committee on Fundamental Rights and Directive Principles of the State
presented its report with a concept paper and draft for the new
constitution at CA’s full meeting today.

The report includes issues related to fundamental rights and duties of
a citizen, provisions for citizenship and directive principles of the
state. The committee has proposed for 31 fundamental rights and 10
fundamental duties of a citizen.

Presenting the report at the CA, chairperson of the committee Binda
Pande said, most of the clauses on the report were passed unanimously
by the 43-member committee, although there are notes of dissents in
some of the clauses.

CA chairman Subash Chandra Nemwang has allocated November 18, 19, 22,
23 and 24 for the discussion of the report. This is the seventh report
presented at the CA for discussion. Four committees are yet to
finalise their reports.

Meanwhile, the legislature parliament also ran for a few seconds
today. The legislature parliament passed a Condolence Motion for the
death of former member of House of Representative Tek Bahadur Chokhyal
in today’s meeting.

UCPN (Maoist) whip Posta Bahadur Bogati said, his party would allow
the House to proceed only for the condolence motion.

Chand says 'civilian supremacy' means Maoist-led govt

Standing committee member of the Unified CPN (Maoist) Netra Bikram
Chand has defined ‘civilian supremacy’ as formation of a new
government under his party’s leadership.

Talking to media persons in Banke on Sunday morning, Chand said it was
his party that people had given the mandate during the CA election to
lead peace process and constitution writing task.

He claimed foreign forces compelled his party to quit the government
seeing the possibility of not getting new constitution as per their
interest. He added pro-people constitution is impossible without
Maoists taking government leadership.

Chand reiterated his party’s stand for rectification of the step taken
by President Dr Ram Baran Yadav to nullify the decision taken by
cabinet holding executive power on the army chief case.

He said, if the largest party in the parliament is given the right to
lead the government, it automatically rectifies the president’s move
and restore civilian supremacy.

Chand mentioned his party is ready to withdraw protest programmes only
when environment is created for Maoist-led government.

Khanal sees possibility of new govt

CPN (UML) chairman Jhala Nath Khanal, who returned from a week-long
visit to New Delhi a few days earlier, said discussion among the
parties on forming a new government is possible.

Speaking at an interaction organised by the Reporters Club on
Saturday, Khanal said the possibility of new government to forge
political consensus could be discussed among parties. "A meeting of
all the parties will decide whether to form new government or to keep
the existing government intact," said he.

He also said the parties will discuss whether a solution to the
current stalemate can be found by coaxing the Maoists to join the
current UML-led government.

Reacting to the rumours of top-level secret meetings going on for some
time in a bid to a new government, the UML chairman said secret
meetings would not be helpful in finding a solution to the problem and
made it clear that he had not engaged in such meetings.

Khanal also urged the Unified CPN (Maoist) to call off its protest
programmes and sit for dialogue. Growing polarisation, he said, might
invite confrontation between the political forces.

On his recent India trip, Khanal said India wants political stability
in Nepal and consensus among the political parties.

Maoist chairman Dahal starts political consultations

A day after wrapping up the second-phase stir for 'civilian supremacy'
and formation of Maoist-led national unity government, Maoist chairman
Pushpa Kamal Dahal started political consultation from Saturday in a
bid to find a solution the current deadlock.

Dahal met chairman of Nepal Workers and Peasants Party (NWPP)
Narayanman Bijukchhe at the latter's residence in Kamal Binayak,
Bhaktapur, and held an hour-long discussion on ways to resolve the
stalemate.

Speaking to reporters after the meeting, Dahal said the meeting was
dwelled mainly on establishing civilian supremacy and rectifying the
President's 'unconstitutional' move.

The meeting with Bijukchhe, he said, was part his efforts to win
support for the demands put forward by the Unified CPN (Maoist) and
the protest movement it has been spearheading for months now.The
Maoist party concluded its second phase of stir on Friday after
picketing Singha Durbar for two days by a massive crowd of party
cadres and supporters.

The party has given one-week ultimatum to the 22-party government to
reach consensus, warning of even stronger protest programmes if the
latter failed to do so.
