Ahmedabad: Quality manpower is a real cause of worry for Gujarat Police as
investigations into the 2002 riots and post-riot encounter cases close in on
nearly a dozen IPS officers of Gujarat. Legal events in the coming days do
not augur well for serving and retired officials who toed the political
line. If four IPS officers are already behind bars, some more are expected
to come under fresh fire for acts of commission and omission.
    With Supreme Court taking a stern view on fake encounters, cases like
the killings of Sohrabuddin,Tulsiram Prajapati and Sadiq Jamal are likely to
see some fresh action on the legal front shortly. IPS officials are also
worried about getting entangled in the 9 riot cases that the apex court has
taken up for special monitoring —first through a special investigations team
(SIT) and then through an amicus curiae.
    Security experts feel that with more IPS officers likely to be booked
for culpable homicide and other crimes, this would further dent the morale
of the police force which hasn’t engaged in a single anti-terror encounter
in the last five years. Senior police officials said already there were
signs of distrust between IPS officers and their subordinates because nearly
16 lower ranking police personnel are also behind bars for having obeyed
orders of their IPS bosses in fake encounter cases.
    The Narendra Modi government is finding it difficult to identify good
police officials to take up key postings, with at least half a dozen of them
who are presently on deputation to the Centre refusing to come back to their
parent state. Some others have proceeded on leave in order to escape a
Gujarat posting.
    Several good IPS officers, who are serving in Gujarat, are not on good
terms with the political establishment because of the handling of riots and
encounters. They have even gone hostile against their colleagues and are
going all out to provide evidence against them. The removal of minister of
state for home, Amit Shah, and the prohibition of his entry in Gujarat has
only emboldened this camp.
