*QUID PRO QUO * *The CBIs chargesheet in the Tulsiram Prajapati encounter case presented in court on Tuesday echoes what The Times of India first reported in May 2008.For that,a rattled Gujarat government got 19 cases of sedition and defamation slapped against the newspaper by the then Ahmedabad police commissioner O P Mathur,whose dubious past we had exposed.The sedition cases were thrown out recently by the Gujarat high court.Four years later,the entire truth is finally out in the court on how the government gave rewards to pliable police officers to shield the then MoS for Home Amit Shah.Unsuccessfully though,as Shah finds himself charged with the killing of both Sohrabuddin Shaikh and his fellow gangster Prajapati.Ajay Umat reports... * *O P MATHUR THEN ADDL DGP,CID-CRIME WHAT HE DID The main charge is of destroying evidence.The CDs of call data records of all the accused,which were handed over to him by Rajnish Rai,were not analyzed.Instead,he destroyed the two CDs - one each pertaining to the fake encounters of Sohrabuddin and Tulsi Prajapati.CBI confiscated Mathurs computer hard-drive and found that the crucial data was first tampered with and then destroyed.Also,he did not allow Rai to conduct narcoanalysis and brain-mapping of DG Vanzara and the others who he arrested.He told Rai not to make notings on the case papers without consulting him. WHAT HE GOT The case of moral turpitude,relating to his relationship with a lady advocate,was dropped by the home department and he was promoted to DGP rank,despite and inquiry pending against him.The government paid the fees for his advocate in this case,though this was a personal matter.This was done without consulting the central government or UPSC.He was rewarded with the posting of Ahmedabad police commissioner.When he retired,he was made director general of Raksha Shakti University,giving all the perks,pay and status of a DGP rank officer.* *GEETHA JOHRI THEN IGP,CID-CRIME WHAT SHE DID She did not give permission to investigating officer V L Solanki to visit Udaipur for interrogation of Sohrabuddin aides Tulsiram Prajapati and Sylvester.She consistently maintained that the third passenger travelling with Sohrabuddin and Kauserbi,when they were kidnapped by the police,was Kalimuddin - and not Prajapati.She did not analyze Rajnish Rais CD,which could have led the investigations along the right path.She destroyed evidence,including Solankis two letters dated December 16 and December 18,2006,requesting for permission to go to Udaipur.On January 5,2006,a week after Prajapati was killed,she wrote to her boss,G C Raigar recommending that permission be granted to Solanki to visit Udaipur,but did not attach Solankis letter in the correspondence. WHAT SHE GOT She got a penalty notice for not constructing a house on a residential plot in Gandhinagar which the government had allotted to her.Instead of recovering the penalty,the government exchanged her plot for a much bigger and better located plot.She was recommended for the Presidents Medal in 2009,even though reportedly the DGP had not proposed her name.She was given a good posting as Rajkot police commissioner.The chargesheet against her husband,Anil Johri,an IFS officer allegedly involved in a corruption case,was diluted and was promoted.* *P C PANDE THEN DGP WHAT HE DID Headed the Gujarat Police and supervised the damage-control exercise to save those who were accused in the fake encounters.He gave investigations into the dubious hands of SPs Abhay Chudasama and G L Singhal and Dy SP Narendra Amin to derail the probe.Chudasama and Amin are in jail now.He diluted the drafts which were to be presented before the Supreme Court.He had told Geetha Johri orally not to send V L Solanki to Udaipur.
